1. This is the second report submitted to the General Assembly by the Special Rapporteur, upon the request of the Human Rights Council, in its resolution 24/5.

OHCHR was developing tools to help States ratify and implement the Convention and was conducting thematic studies on the rights of persons with disabilities at the request of the Human Rights Council.
كما تقوم المفوضية باستحداث الوسائل لمساعدة الدول على تصديق الاتفاقية وتنفيذها كما تجري دراسات مواضيعية بشأن حقوق الأشخاص ذوي الإعاقة بناء على طلب مجلس حقوق الإنسان.

1. At the request of the Human Rights Council, and pursuant to Human Rights Council resolution 5/1 and President's statement 9/2, this report will address matters deemed to be pertinent that were not explained in sufficient detail in the previous report.
1- بناء على طلب من مجلس حقوق الإنسان وعملاً بقرار المجلس 5/1 والبيان الرئاسي 9/2، يتناول هذا التقرير المسائل التي تعتبر وثيقة الصلة والتي لم تلق شرحاً تفصيلياً كافياً في التقرير السابق.

10. Pursuant to the request of the Human Rights Council in paragraph 5 of its resolution 17/10, the High Commissioner recalls the main conclusions of the fact-finding mission and makes the observations below.
10- وعملاً بطلب مجلس حقوق الإنسان الوارد في الفقرة 5 من قراره 17/10، تشير المفوضة السامية إلى الاستنتاجات الرئيسية الواردة في تقرير بعثة تقصي الحقائق وتقدم الملاحظات التالية.

In response to the request of the Human Rights Council in its resolution 4/7, the Office of Legal Affairs submitted the following paper.

7. The expert advice mechanism would undertake studies and standardsetting at the request of the Human Rights Council.

14. Reaffirms the request of the Human Rights Council that the Office of the United Nations High Commissioner for Human Rights prepare a thematic study on the impact of unilateral coercive measures on the enjoyment of human rights;
14 - تكرر التأكيد على طلب مجلس حقوق الإنسان إلى مفوضية الأمم المتحدة لحقوق الإنسان إعداد دراسة مواضيعية عن الآثار المترتبة على التدابير القسرية المتخذة من جانب واحد في التمتع بحقوق الإنسان؛

14. Reaffirms the request of the Human Rights Council that the Office of the United Nations High Commissioner for Human Rights prepare a thematic study on the impact of unilateral coercive measures on the enjoyment of human rights;

3. Also recognizes the relevance of the request of the Human Rights Council to the high-level task force on the right to development to meet before the end of 2006 with a view to implementing the relevant recommendations contained in the report of the seventh session of the Working Group;
3 - تسلم أيضا بجدوى طلب مجلس حقوق الإنسان إلى فرقة العمل الرفيعة المستوى المعنية بالحق في التنمية الاجتماع قبل نهاية عام 2006 بهدف تنفيذ التوصيات ذات الصلة الواردة في تقرير الفريق العامل عن دورته السابعة؛

3. Also recognizes the relevance of the request of the Human Rights Council to the high-level task force on the right to development to meet before the end of 2006 with a view to implementing the relevant recommendations contained in the report on the seventh session of the Working Group;

27. In the period under review, the Special Rapporteur has prepared two thematic reports at the request of the Human Rights Council (see decision 1/107 and resolution 4/10).

17. Takes note of the compilation of good practices on legal and institutional frameworks and measures that ensure respect for human rights by intelligence agencies while countering terrorism, and appreciates the work of the Special Rapporteur in its elaboration at the request of the Human Rights Council;
17- يحيط علماً بتجميع الممارسات الجيدة المتعلقة بالأطر والتدابير القانونية والمؤسسية التي تضمن احترام حقوق الإنسان من جانب وكالات الاستخبارات في سياق مكافحة الإرهاب()، ويعرب عن تقديره لما قام به المقرر الخاص من عمل في إعداد التجميع بناء على طلب مجلس حقوق الإنسان()؛

Reaffirms the request of the Human Rights Council that the Office of the United Nations High Commissioner for Human Rights organize a workshop on the impact of the application of unilateral coercive measures on the enjoyment of human rights by the affected populations, in particular their socioeconomic impact on women and children, in the States targeted;
17 - تعيد تأكيد طلب مجلس حقوق الإنسان أن تنظم مفوضية الأمم المتحدة لحقوق الإنسان حلقة عمل عن أثر تطبيق التدابير القسرية المتخذة من جانب واحد على السكان المتضررين من حيث تمتعهم بحقوق الإنسان، ولا سيما أثرها الاجتماعي الاقتصادي على المرأة والطفل، في الدول المستهدفة؛

61. In September 2009, at the request of the Human Rights Council (resolution 11/9), the Office contributed to a panel discussion on the human rights of migrants in detention centres, which addressed increasing concerns about the recourse by States to the administrative detention of migrants and to the duration and conditions of their detention.
61 - وفي أيلول/سبتمبر 2009، وبناء على طلب من مجلس حقوق الإنسان (القرار 11/9)، ساهمت المفوضية في حلقة نقاش عن حقوق الإنسان للمهاجرين المودعين مراكز الاحتجاز، تناولت الشواغل المتزايدة بشأن لجوء الدول إلى الاحتجاز الإداري للمهاجرين، ومدة احتجازهم وظروفه.

G. Regional human rights mechanisms 87. In November 2008, representatives from national human rights institutions worldwide participated in a workshop organized by OHCHR at the request of the Human Rights Council (see resolution 6/20) to discuss good practices, added value and challenges for engagement with regional human rights mechanisms.
87 - في تشرين الثاني/نوفمبر 2008، شارك ممثلون للمؤسسات الوطنية لحقوق الإنسان من جميع أنحاء العالم في حلقة عمل نظمتها مفوضية الأمم المتحدة لحقوق الإنسان بناء على طلب من مجلس حقوق الإنسان (انظر القرار رقم 6/20) لمناقشة الممارسات الجيدة للعمل مع الآليات الإقليمية لحقوق الإنسان، وقيمته المضافة والتحديات التي تواجهه.

Pursuant to the request of the Human Rights Council in resolution 20/11, the present report summarizing the key issues raised during the seminar was prepared by OHCHR for submission to the Council at its twenty-sixth session.
