20. The commission paid particular attention to the protection of victims and witnesses. It recalls that primary responsibility for protecting victims, witnesses and other persons cooperating with the commission rests with their States of residence and nationality.
20- وقد أولت اللجنة اهتماماً خاصاً لحماية الضحايا والشهود، وهي تُذكّر بأن مسؤولية حماية الضحايا والشهود وغيرهم من الأشخاص المتعاونين مع اللجنة تقع، في المقام الأول، على عاتق الدول التي يقيمون فيها أو يحملون جنسيتها.

In particular, States of residence and nationality (or incorporation or location for entities) have frequently complained that the Committee has added or removed a name without consulting them, even though they are the ones that are most likely to know about the case.
