The Central American countries supported the recommendations of the Special Committee that peace-keeping operations should observe the principles and purposes enshrined in the Charter of the United Nations, namely, respect for the sovereignty and territorial integrity of States and non-intervention in the internal affairs of other States.

Considering the Security Council's " commitment to ensure respect for the sovereignty and territorial integrity of the Republic of Croatia " - as inscribed in paragraph 3 of resolution 871 (1993) - the Croatian Government would like to see the Council take the appropriate actions in preventing further interference by the Federal Republic of Yugoslavia (Serbia and Montenegro) in the internal affairs of Croatia.

What about situations, we are asked, of brutal disregard of humanitarian norms within a State? Is the principle of non-interference applicable? Does respect for the sovereignty and territorial integrity of States prevail? We believe that in such situations the international community cannot remain apathetic, especially in cases where gross and systematic violations of human rights, involving thousands of people, are perpetrated.
وثمة أسئلة تطرح علينا وهي: ماذا عن حالات الانتهاك الوحشي للمعايير اﻹنسانية داخل دولة معينة؟ وهل ينطبق عليها مبدأ عدم التدخل؟ وهل يسود احترام السيادة والسلامة اﻹقليمية للدول؛ وإننا نعتقد أنه لا يمكن للمجتمع الدولي في مثل هذه الحالات أن يظل متخذا موقف اللامبالاة، ولا سيما في الحالات التي ترتكب فيها انتهاكات فاضحة ومنظمة لحقوق اﻹنسان، التي تنال من آلاف الناس.

The Security Council, in its resolution 815 (1993), determined that the " UNPAs are integral parts of the Republic of Croatia " , and has subsequently expressed " its commitment to ensure respect for the sovereignty and territorial integrity of the Republic of Croatia " (resolution 847 (1993) and resolution 871 (1993)).
