158. The legislative and other measures are not sufficiently effective to ensure the respect of the provisions of article 3 of the Convention.

The resolution also " calls upon all States to ensure that no reservation is incompatible with the object and purpose of the Convention and encourages States parties to consider limiting the extent of any reservations they lodge to the Convention, to formulate any reservations as precisely and narrowly as possible and to review regularly any reservations made in respect of the provisions of the Convention, with a view to withdrawing them " .

Further, the Commission encouraged States parties to consider limiting the extent of any reservations they lodge to the Convention, to formulate any reservations as precisely and narrowly as possible, to ensure that no reservation is incompatible with the object and purpose of the Convention, and to review regularly any reservations made in respect of the provisions of the Convention with a view to withdrawing them.
وشجعت اللجنة كذلك الدول الأطراف على النظر في إمكانية الحد من أي تحفظات لديها على الاتفاقية، وصياغة ما لديها من تحفظات بأكبر قدر ممكن من الدقة والتدقيق، وضمان ألا يكون أي تحفظ منها غير منسجم مع غرض الاتفاقية ومقصدها، وأن تقوم بالاستعراض المنتظم لأي تحفظات لديها على أحكام اتفاقية مناهضة التعذيب بهدف سحبها.

The foregoing paragraphs provide information on the level of respect of the provisions of the 1951 Convention by States Parties and measures taken over the last year to strengthen or encourage its better implementation.
91- تقدم الفقرات أعلاه معلومات عن درجة احترام أحكام اتفاقية عام 1951 من قبل الدول الأطراف والتدابير التي اتخذت في السنة الماضية لتعزيز أو تشجيع تحسين تنفيذها.

(c) the establishment of programmes for training employees on a continuing basis and for instructing employees as to their responsibilities in respect of the provisions of this Act;

The Government of the Kingdom of the Netherlands notes that the declarations amount to reservations of a general nature in respect of the provisions of the Convention which are considered contrary to the national law of Kuwait.
وتلاحظ مملكة هولندا أن هذه الإعلانات تعادل التحفظات ذات الطابع العام فيما يتعلق بأحكام الاتفاقية التي تعتبر متعارضة مع القانون الوطني للكويت.
