(c) Investigations undertaken by a commission of inquiry may relate to all persons alleged to have been responsible for violations of human rights and/or humanitarian law, whether they ordered them or actually committed them, acting as perpetrators or accomplices, and whether they are public officials or members of quasi-governmental or private armed groups with any kind of link to the State, or of non-governmental armed movements.
(ج) قد تشمل التحقيقات التي تقوم بها لجنة التحقيق جميع الأشخاص الذين يزعم أنهم كانوا مسؤولين عن انتهاكات حقوق الإنسان و/أو القانون الإنساني، سواء أمروا بارتكابها أو ارتكبوها بأنفسهم وسواء كانوا فاعلين أو متواطئين وسواء كانوا موظفين في الدولة أو تابعين لمجموعات مسلحة شبه حكومية أو خاصة ذات علاقة ما بالدولة من جهة، أو تابعين لحركات مسلحة غير حكومية.

7. Legally binding penalties to be imposed on the Governments which are responsible for violations of human rights should be accompanied by development of and improvement in human rights monitoring systems.
٧ - ينبغي أن تقترن العقوبات الملزمة قانونا التي تفرض على الحكومات المسؤولة عن انتهاكات حقوق اﻹنسان بتطوير نظم لرصد حقوق اﻹنسان وتحسينها.

79. A State can be held responsible for violations of human rights that are perpetrated by authorized agents of the State on foreign territory.
79- ويمكن تحميل الدولة المسؤولية عن انتهاكات حقوق الإنسان التي يرتكبها أعوان الدولة المأذون لهم بالعمل على أراضٍ أجنبية.
