There is broad consensus on the need for the quick and effective return of persons found not to be in need of international protection as a means to ensure the integrity and credibility of asylum systems, restore public confidence in asylum procedures and avoid creating pull factors.

(j) Recommends, depending on the situation, that UNHCR complement the efforts of States in the return of persons found not to be in need of international protection by:
(ي) توصي بأن تتمم المفوضية، بحسب الحالة، الجهود التي تبذلها الدول في سبيل تأمين عودة الأشخاص الذين يتبين أنهم ليسوا بحاجة إلى حماية دولية وذلك من خلال ما يلي؛

(m) Notes the value of State data on return of persons found not to be in need of international protection to assist in analysing the rate of return and the scope of the problem of achieving returns.
(م) تلاحظ قيمة بيانات الدولة عن عودة الأشخاص الذين يتبين أنهم ليسوا بحاجة إلى حماية دولية للمساعدة في تحليل معدل العودة ونطاق مشكلة تحقيقها.

(f) Calls upon States parties to the 1951 Convention and the 1967 Protocol to facilitate the return of persons found not to be in need of international protection by providing facilities for the transit of such persons taking into account, where applicable, agreements concerning the mutual recognition of asylum determination decisions;
(و) تدعو الدول الأطراف في اتفاقية عام 1951 وبروتوكول عام 1967 الملحق بها إلى تيسير عودة الأشخاص الذين يتبين أنهم ليسوا بحاجة إلى حماية دولية وذلك بتوفير تسهيلات لمرورهم، على أن تراعي، عند الاقتضاء، الاتفاقات بشأن الاعتراف المتبادل بالمقررات المتعلقة بالفصل في حالات اللجوء؛

(c) Reiterates that return of persons found not to be in need of international protection should be undertaken in a humane manner, in full respect for human rights and dignity and, that force, should it be necessary, be proportional and undertaken in a manner consistent with human rights law; and emphasizes that in all actions concerning children, the best interests of the child shall be a primary consideration;
(ج) تؤكد مرة أخرى أن عودة الأشخاص الذين يتبين أنهم ليسوا بحاجة إلى حماية دولية ينبغي أن تتم بصورة إنسانية، مع الاحترام الكامل لحقوق الإنسان والكرامة الإنسانية، وأن يكون استعمال القوة، إن اقتضت الضرورة، متناسباً مع متطلبات الحالة وألا يُلجأ إليه إلا على يتوافق مع قانون حقوق الإنسان؛ وتشدد على ضرورة أن تتصدر مصلحة الطفل العليا، في جميع الإجراءات الخاصة بالأطفال، كل الاعتبارات؛
