As I noted in my report of 23 November 1995 (S/1995/987), the signing of the basic agreement was a landmark accomplishment, which provides not only for the peaceful reintegration into Croatia of the region known as Sector East but also opens the way for the return to their homes of all displaced persons from the region who so wish.

As I noted in my report of 23 November 1995 (S/1995/987), the Basic Agreement, signed on 12 November 1995, is a landmark accomplishment providing for the peaceful integration into Croatia of the Region, and opening the way for the return to their homes of all Croatian displaced persons who so wish.
٤ - كما سبق لي أن ذكرت في تقريري المؤرخ ٢٣ تشرين الثاني/نوفمبر ١٩٩٥ S/1995/987)(، يُلاحظ أن الاتفاق اﻷساسي الذي وقﱢع في ١٢ تشرين الثاني/نوفمبر ١٩٩٥ كان إنجازا هاما أدى إلى دمج المنطقة في كرواتيا وإلى فتح السبيل أمام كافة الكرواتيين النازحين الراغبين في العودة إلى ديارهم كيما يرجعوا إليها.

Furthermore, Croatia refuses to act upon the statement by the President of the Security Council of 7 March 1997 (S/PRST/1997/10) in which " the right of all refugees and displaced persons to return to their homes of origin throughout the Republic of Croatia and to live there in conditions of security " is reaffirmed.

43. In 1999, the Office of the United Nations High Commissioner for Refugees (UNHCR) will continue to cooperate with the Office of the High Representative and the 1999 Return and Reconstruction Task Force Action Plan to ensure that conditions conducive to the free choice of return are established and, whenever and wherever possible, to assist minorities to return to their homes of origin.
٤٣ - في عام ١٩٩٩، ستواصل مفوضية اﻷمم المتحدة لشؤون اللاجئين التعاون مع مكتب الممثل السامي والتعاون على تنفيذ خطة العمل لعام ١٩٩٩ التابعة لفرقة العمل المعنية بالعودة وإعادة البناء، وذلك لكفالة تهيئة الظروف المساعدة على اختيار العودة بحرية، ومساعدة اﻷقليات، متى وحيثما أمكن، على العودة إلى ديارهم اﻷصلية.
