43. The Office of Returns and Communities replaced the previous Office of Human Rights and Community Affairs in November 2001 and has taken over the allocated staff posts.

Valuable support for the returns process is being provided, in particular by the Ministry of Local Government Administration, but sustainable progress can only be achieved if the serious managerial issues facing the Ministry of Returns and Communities are addressed.
ويجري توفير دعم قيّم لعملية العودة، ولا سيما من جانب وزارة إدارة الحكم المحلي، غير أنه لن يتسنى تحقيق تقدم مستدام إلا بمعالجة القضايا الإدارية الخطيرة التي تواجه وزارة شؤون الطوائف والعائدين.

Only one of these positions -- Minister of Returns and Communities -- has been filled so far.
