تستند هذه الخطة إجمالا إلى القيم السمحة لتعاليم الديانات السماوية ثم المواثيق العربية والدولية ومنها الآتي:

Jerusalem is the spiritual capital of three revealed religions; we want it to be a noble symbol of peace and peaceful coexistence.
إن مدينة القدس هي العاصمة الروحية للديانات السماوية الثلاث. ولذلك فإننا نريدها رمزا نبيلا مثاليا للسلام والتعايش.

The visit in question also demonstrated to the entire world that the Syrian Arab Republic serves as an example others might emulate of the mutual tolerance and coexistence of the revealed religions.
كما أكدت هذه الزيارة للعالم أجمع أن الجمهورية العربية السورية هي مثال يحتذى به في ميدان التسامح والتعايش بين الأديان السماوية.

This unanimity clearly and sincerely indicates the international community's determination to suppress this dangerous phenomenon in all its forms and manifestations, a position supported by all divine revealed religions.

والتعاون الدولي يجب أن يكون قائما على احترام تعددية الثقافات وخصوصياتها. ومن هنا فإننا ندرك أهمية اﻹعلان والوثائق المرتبطة به، كما جاءت من قبل في الشرائع السماوية السمحاء.
