63. The recently inaugurated mechanism of the Universal Periodic Review (UPR) of the Human Rights Council is an important tool in promoting the rights affirmed in the Declaration.

74. The objective stated in the eighteenth preambular paragraph of the Declaration of enhancing " harmonious and cooperative relations between the State and indigenous peoples " involves indigenous communities, authorities and organizations as fundamental actors in realizing the rights affirmed in this instrument.
74- ينص الهدف المعلن في الفقرة الثامنة عشرة من ديباجة الإعلان تعزيز " علاقات التوافق والتعاون بين الدولة والشعوب الأصلية " على إشراك مجتمعات الشعوب الأصلية وسلطاتها ومنظماتها باعتبارها عناصر فاعلة أساسية في إعمال الحقوق المؤكدة في هذا الصك.

As highlighted above, the Special Rapporteur fully acknowledges the need for close cooperation and partnership with the Permanent Forum and the expert mechanism, as well as with the United Nations Secretariat, its regional presences and the specialized agencies, with a view to working together in the important task of promoting the implementation of the rights affirmed in the Declaration.

15. Regarding the Permanent Forum's recommendation that States apply the rights affirmed in the United Nations Declaration on the Rights of Indigenous Peoples, it should be noted that Spain has endorsed the universal framework of minimum standards for the survival, dignity and well-being of indigenous peoples, as set forth in the Declaration.

117. The Permanent Forum calls upon Member States to ensure that the outcome document of the United Nations Conference on Sustainable Development (Rio+20) is aligned with the rights affirmed in the Declaration, and invites UNEP to organize a dialogue to discuss the Rio+20 outcome, its implications for indigenous peoples and its implementation.
