However, experience had shown that States needed more specific guidance on security rights registries; the new Registry Guide therefore supplemented the Secured Transactions Guide. It provided recommendations on the establishment and operation of such registries and made secured transaction regimes more efficient and reliable.

The discussion exemplified that the UNCITRAL Legislative Guide on Secured Transactions and the Supplement on Security Rights in Intellectual Property, as well as current work on security rights registries had attracted a lot of interest from relevant actors.

249. The Commission noted with interest a new project of OAS with respect to the preparation of rules and regulations for the registration of notices in security rights registries, which could be applied to national, subregional or regional registries that might be utilized by more than one State.

It was also agreed that a paragraph should be added at the end of section D to address international coordination among national security rights registries along the following lines: " States would benefit from coordinating and harmonizing their registry rules and procedures to the greatest extent possible in order to reduce transaction costs for registrants and searchers of the registry record.

A new subsection should be added under the heading " 12. International coordination among national security rights registries " with a paragraph that would read as follows: " States would benefit from coordinating and harmonizing their registry rules and procedures to the greatest extent possible in order to reduce transaction costs for registrants and searchers of the registry record.

He hoped that Working Group VI would find solutions to the remaining issues, namely, the interaction between general security rights registries and specialized intellectual property registries; the ordinary course of business exception and its application to intellectual property licences; and the rules of law applicable to transactions in which the purchaser of intellectual property was aware of a prior security right.
