4. In the context of the implementation by all States and entities of the 2001 certificate of origin for Sierra Leone rough diamonds, the Government of Sierra Leone has procedures and measures already in place to prevent the direct or indirect import of rough diamonds from Liberia.

On 28 July, the Transitional Government announced a draft action plan to meet the requirements for lifting the sanctions imposed by the Security Council on the export of rough diamonds from Liberia.

In its resolution 1607 (2005) of 21 June 2005, the Council extended the prohibition against the import of rough diamonds from Liberia for a period of six months.

130. Smuggling of rough diamonds from Liberia did continue and in its reports (S/2001/1015, S/2002/470 and S/2002/1115) the Panel of Experts reported that Liberian rough diamonds had been smuggled to the neighbouring countries of Sierra Leone, Guinea and Côte d'Ivoire.

6. In its resolution 1579 (2004) of 21 December 2004, the Security Council extended the prohibition against the import of rough diamonds from Liberia for a period of six months while the other time-bound sanctions measures were extended for a period of 12 months.

In this context, the company was granted permission by the Ministry to wash the gravel on the understanding that any diamond production would be stored in a sealed container at the Monrovia branch of Global Bank until such time as sanctions on the export of rough diamonds from Liberia were lifted (see S/2005/745, para. 50, for details of this arrangement).

35. On 18 April, pursuant to Security Council resolution 1731 (2006), by which the Council extended the prohibition against the import of rough diamonds from Liberia for a further period of six months, but also decided to review the diamond sanctions after four months, the Chairman briefed the Council on the activity and progress in the diamond sector in Liberia.

5. By paragraph 10 of resolution 1478 (2003) of 6 May 2003, the Security Council decided that the arms embargo, the prohibition on the import of rough diamonds from Liberia, and the restrictions on travel for individuals designated by the Committee, first imposed by paragraphs 5 to 7 of resolution 1343 (2001) and extended by paragraph 5 of resolution 1408 (2002), would remain in force for a further period of 12 months.
