2. The Secretary-General proposes to extend the appointment of Rubens Ricupero as Secretary-General of the United Nations Conference on Trade and Development for another term of office of four years, beginning on 15 September 1999 and ending on 14 September 2003.

Opening the Round Table on Trade and Development Directions for the 21st Century, the Secretary-General of UNCTAD, Mr. Rubens Ricupero stated that the issue of whether movement towards freer trade on a non-discriminatory basis is consistent with the development aspirations of poor countries still vexes public opinion today.

Pursuant to this resolution, and further to General Assembly decision 47/324 of 16 March 1993, the Secretary-General, following consultations with regional groups, proposes to appoint Mr. Rubens Ricupero as Secretary-General of the United Nations Conference on Trade and Development for a term of office of four years, beginning on 15 September 1995 and ending on 14 September 1999.
