In the absence of a treaty regulating the matter concerned, the rules of international law on treaty interpretation applied in accordance with draft article 5, which constituted a reference to the rules established under articles 31 and 32 of the Vienna Convention on the Law of Treaties.

A remark was made that, whatever the result of the ongoing efforts to codify the rules of international law on State responsibility, an effort should be made to realize the following three objectives: First, the rules on State responsibility should play a decisive role in resolving international conflicts.

55. The Coastal Fishing Committee concluded, as previously mentioned, that Saami living in the fiords and along the coast of Finnmark had a right to fish which was based on historical use and the rules of international law on indigenous peoples and minorities.

243. Some members supported revised draft article F1, which aimed at extending to the transit State the protection of the human rights of aliens subject to expulsion. It was, however, suggested that that provision be reworded to refer to the rules of international law on the protection of human rights and to make it plain that the transit State was not obliged to repeat the whole expulsion procedure.

At the same time, the explanatory memorandum indicated that the rules of international law on immunity had gradually become less absolute; for example, it was accepted that former Heads of State and Government and ministers for foreign affairs no longer enjoyed immunity for private acts committed while in office.

5. Relationship with other bodies 190. It was noted that the Commission had continued its fruitful cooperation with regional bodies, which played an important role in developing rules of international law in the regional context, and the remark was made that groups such as the Movement of Non-Aligned Countries and the Commonwealth could help in a broader context to develop rules of international law on appropriate topics.
٠١٩ - أشير إلى أن لجنة القانون الدولي قد واصلت تعاونها المثمر مع الهيئات اﻹقليمية، التي تؤدي دورا هاما في تطوير قواعد القانون الدولي في السياق اﻹقليمي، وأبديت ملاحظات مفادها أن بإمكان مجموعات مثل حركة بلدان عدم الانحياز والكمنولث أن تساعد في إطار أوسع على وضع قواعد للقانون الدولي بشأن مواضيع مناسبة.

(10) The consular assistance referred to in draft article 26, paragraph 3, encompasses the various forms of assistance which the alien subject to expulsion might receive from his or her State of nationality in conformity with the rules of international law on consular relations, most of which are reflected in the Vienna Convention on Consular Relations of 24 April 1963.
