Mr. Saboia thanked the Special Rapporteur for his well-researched and clear fifth report and recalled that at its previous session, the Commission had decided that it would not be necessary to have a draft article dealing with the issue of persons of dual or multiple nationality.

12. Mr. Saboia pointed out, on the other hand, that several delegations saw a need for reform and therefore considered it essential that the Sub—Commission review its modus operandi in order to make maximum use of its capacities.

113. Mr. Saboia (Brazil) expressed his country's firm support of the efforts made by the countries with economies in transition towards integration into the world economy.

2. Mr. VERGNE Saboia said that Brazil's accession to the Covenant in 1992 should be viewed in the context of the restoration of democracy, which had taken place in 1985.
٢- السيد فيرغني سابويا قال إن انضمام البرازيل إلى العهد في ٢٩٩١ ينبغي النظر اليه في سياق ما حدث من استعادة الديمقراطية في عام ٥٨٩١.

In his excellent oral presentation, Mr. Vergne Saboia had announced several programmes and projects which the Brazilian Government intended to implement in order to ensure greater respect for human rights, and it was to be hoped that they would be put into effect as soon as possible.

Mr. Saboia said that in his seventh report, the Special Rapporteur had given convincing factual examples and legal precedents for the need to have a separate provision on protection of relief personnel, equipment and goods from the security risks to which they might be exposed in the aftermath of serious calamities.
