26. The Committee takes note of progress made in improving and broadening the State party's consular services through the adoption of consular protocols for assisting and protecting the rights of Salvadoran migrant workers in transit and in the destination country.
26- وتحيط اللجنة علماً بالتقدم الذي أحرز في تحسين وزيادة الخدمات القنصلية التي توفرها الدولة الطرف عن طريق اعتماد بروتوكولات قنصلية لرعاية وحماية حقوق العمال المهاجرين السلفادوريين في بلدان العبور وفي بلدان المقصد.

41. The Committee recommends that the State party step up its efforts to recalibrate support programmes for Salvadoran migrant workers in accordance with the principles of the Convention, in particular with a view to assisting returning migrants to fully reintegrate into the economic, social and cultural fabric of El Salvador.
41- توصي اللجنة بأن تكثف الدولة الطرف جهودها لتصحيح برامج دعم العمال المهاجرين السلفادوريين العائدين إليها لكي تتماشى مع مبادئ الاتفاقية، وذلك على الخصوص بهدف مساعدة المهاجرين العائدين على الاندماج الدائم من جديد في النسيج الاقتصادي والاجتماعي والثقافي السلفادوري.

42. The Committee takes note of the information campaigns launched to raise public awareness among Salvadorans of the risks posed by irregular migration, the setting up of a free telephone service for reporting human rights violations and requesting humanitarian aid for Salvadoran migrant workers in transit countries, and the creation of a consular protection network in southern Mexico.
42- وتحيط اللجنة علماً بالحملات الإعلامية التي نُفذت من أجل توعية السلفادوريين بمخاطر الهجرة غير النظامية وبإنشاء خط هاتفي مجاني لتلقي البلاغات عن انتهاكات حقوق الإنسان وطلبات المساعدة الإنسانية من العمال المهاجرين السلفادوريين في بلدان العبور وبإنشاء شبكة قنصلية لحمايتهم في جنوب المكسيك.

(34) The Committee encourages the State party to continue its efforts with a view to revising its legal framework and take other steps to facilitate the exercise of voting rights by Salvadoran migrant workers residing abroad.
(34) تشجِّع اللجنةُ الدولةَ الطرف على مواصلة جهودها الرامية إلى مراجعة إطارها القانوني، واتخاذ خطوات أخرى لتيسير ممارسة حق التصويت للعمال المهاجرين السلفادوريين المقيمين في الخارج.

5. The Committee welcomes the State party's efforts to promote and protect the rights of Salvadoran migrant workers abroad and commends the entry into force of the Special Act on Voting Abroad in Presidential Elections (2013), as well as the Special Act on the Protection and Development of Salvadoran Migrants and their Families (2011).
5- ترحّب اللجنة بما تبذله الدولة الطرف من جهود في سبيل تعزيز وحماية حقوق المهاجرين السلفادوريين العاملين في الخارج، كما ترحب ببدء سريان القانون الخاص بممارسة حق التصويت من الخارج في الانتخابات الرئاسية (2013) وكذا القانون الخاص بحماية المهاجر السلفادوري وأسرته والنهوض به (2011).

105. In 2011, in recognition of the importance of the Salvadoran migrant population, the Special Act on the Protection and Advancement of Salvadoran Migrants and Their Families was adopted; the Act established the National Council for the Protection and Advancement of Migrants and Their Families, which has been working since October 2012 with various government sectors, academia and civil society.
105- واعترافاً بأهمية السلفادوريين المهاجرين، اعتُمد في عام 2011 " القانون الخاص لحماية المهاجرين السلفادوريين وأُسرهم والنهوض بهم " ، وأُنشئ بمقتضى القانون نفسه المجلسُ الوطني لحماية المهاجرين وأُسرهم والنهوض بهم، الذي يرتكز، منذ تشرين الأول/أكتوبر 2012، على مشاركة مختلف القطاعات الحكومية والوسط الأكاديمي والمجتمع المدني.

53. The Committee likewise requests the State party to disseminate these concluding observations, particularly to public agencies, the judiciary, non-governmental organizations and other members of civil society, as well as to universities and the general public, and to take the necessary steps to make them known to Salvadoran migrant workers abroad and to foreign migrant workers in transit or residing in El Salvador.
53- تطلب اللجنة إلى الدولة الطرف أن تنشر هذه الملاحظات الختامية خاصة في أوساط الهيئات العامة، والسلطة القضائية، والمنظمات غير الحكومية، وسائر مؤسسات المجتمع المدني، وكذلك في أوساط الجامعات والجمهور بوجهٍ عام، وأن تعتمد ما يلزم من تدابير لإطْلاع العمال المهاجرين السلفادوريين في الخارج عليها وكذلك العمال المهاجرين الأجانب الذين يعبرون السلفادور أو يقيمون فيها.

(8) The Committee welcomes the efforts of the State Party to promote and protect the rights of Salvadoran migrant workers abroad, including by appointing a Vice-Minister for Salvadorans Abroad in 2004, and by opening protection consulates.
