In view of the profound events and changes which have taken place in Nigeria since the submission of the Special Rapporteur’s report to the Commission, including the deaths of head of State General Sani Abacha on 8 June and Chief Moshood Abiola on 7 July, the Special Rapporteur had sincerely hoped to visit the country before submitting the present report.
