1. A Scottish court will be convened in the Netherlands to try the two suspects in accordance with Scottish law, pursuant to the agreement reached by the legal team, in the presence of international observers appointed by the Secretary-General of the United Nations and in consultation with the Republic of South Africa and the Kingdom of Saudi Arabia.
١ - تأتي محكمة اسكتلندية إلى هولندا بغرض إجراء المحاكمة للمتهمين وفق القانون الاسكتلندي في إطار ما اتفق عليه الفريق القانوني وبحضور مراقبين دوليين يعينهم اﻷمين العام لﻷمم المتحدة وبالتشاور مع جمهورية جنوب أفريقيا والمملكة العربية السعودية.

2. To reiterate the practical suggestion made in resolution 5373, adopted by the Council of the League on 27 March 1994, namely, that the two suspects should be judged equitably and impartially by the Scottish judges in conformity with Scottish law, and that their trial should take place at the seat of the International Court of Justice at The Hague, subject to the necessary guarantees;
٢ - التأكيد على المقترح العملي الصادر بقرار مجلس الجامعة رقم ٥٣٧٣ بتاريخ ٢٧/٣/١٩٩٤، والقاضي بإجراء محاكمة محايدة وعادلة للمشتبه فيهما من قبل قضاة اسكتلنديين وفق القانون الاسكتلندي في مقر محكمة العدل الدولية في لاهاي، مع توفر الضمانات اللازمة لهما.

Since then there have been a number of further developments, including a review of adoption law, a report by the Scottish law Commission on family law, the Report of the Inquiry into the Removal of Children From Orkney in February 1991, a review of child-care services in Fife and a review of residential child-care services throughout Scotland.
ومنذ ذلك الوقت، حدثت عدة تطورات، بما فيها تنقيح لقانون التبني، وتقرير اعدته لجنة القانون الاسكتلندي عن قانون اﻷسرة، والتقرير الخاص بالتحقيق في ابعاد اﻷطفال من أوركني في شباط/ فبراير ١٩٩١، واستعراض مرافق رعاية الطفل في منطقة فيـف، واستعراض مرافق اقامة اﻷطفال في كافة انحاء اسكتلندا.

ـ وأكـدوا علـى إيجابيـة الاقتـراح الـوارد فـي قـرار مجلـس جامعـة الـدول العربيـة رقـم ٥٣٧٣ )د.ع ١٠١/ج ٣( الصـادر فـي ٢٧ آذار/مارس ١٩٩٤، والقاضـي بإجـراء محاكمة عادلة للمشتبه فيهما من قبل قضاة اسكتلنديين وفق القانون الاسكتلندي في مقر محكمة العدل الدولية في لاهاي.

My country strongly supports the Arab League initiative for trying both suspects by Scottish judges in accordance with Scottish law at the International Court in The Hague.
كما أن بلادي تؤيد بحماسة مبادرة الجامعة العربية ﻹجراء محاكمة المشتبه فيهما أمام قضاة اسكتلنديين ووفقا للقانون الاسكتلندي بمقر محكمة العدل الدولية في لاهاي.

Libya has also accepted the proposal submitted by the League of Arab States, which calls for trying the two suspects at the headquarters of the International Court of Justice in The Hague, before Scottish judges and under Scottish law.
كما قبلت بمقــترح جامعة الدول العربية الذي يقضي بمحاكمة المشتبه فيهما في مقر محكمة العدل الدولية بلاهاي، بواسطة قضاة اسكتلنديين، ووفقا للقانون الاسكتلندي.

Therefore we can either await the Court's judgment or agree to a compromise, which would be to conduct a trial at the Court's seat in The Hague with Scottish judges and under Scottish law.
وأنه يجب إما انتظار حكم محكمة العدل الدولية أو القبول بحل وسط وهو اجراء المحاكمة في مقر محكمة العدل الدولية في لاهاي وبقضاة اسكتلنديين ووفقا للقانون الاسكتلندي.

Proceeding from this, Libya accepted the proposal of the League of Arab States, which calls for trying the two suspected individuals by Scottish judges, under Scottish law, at the seat of the International Court of Justice at the Hague.
ومن هذا المنطلق قبلت اقتراح جامعة الدول العربية لمحاكمة المشتبه فيهما من قبل قضاة اسكتلنديين ووفقا للقانون الاسكتلندي وبمقر محكمة العدل الدولية بلاهاي.

- Have the two suspects tried by Scottish judges at the International Court of Justice in The Hague, in accordance with Scottish law;

We hope all those countries who have urged the United Kingdom and the United States to agree to a trial under Scottish law in the Netherlands will now urge Libya to act responsibly and surrender the two accused, so that justice can finally be done.
وأملنا أن تقوم اﻵن جميع البلدان التي حثت المملكة المتحدة والولايات المتحدة على الموافقة على المحاكمة وفقا للقانون الاسكتلندي في هولندا بحث ليبيا على أن تتصرف بمسؤوليـــــة وأن تسلم المتهمين بحيث يمكن أخيرا للعدالة أن تأخذ مجراها.

(b) That the two suspects should be tried by Scottish judges at the International Court of Justice at The Hague in accordance with Scottish law;
● محاكمة المشتبه فيهما بواسطة اسكتلنديين في محكمة العدل الدولية )بلاهاي( طبقا للقانون الاسكتلندي.

In this connection, the Council of Ministers takes note of the fact that the Government of Libya has accepted the initiative of the League of Arab States, supported by OAU, the Movement of Non-Aligned Countries and the Organization of the Islamic Conference, to the effect that the two Libyan suspects be given a just and fair trial by Scottish judges and according to Scottish law at the headquarters of the International Court of Justice.
وفي هذا الصدد، يسجل المجلس أن الحكومة الليية قد قبلت المبادرة المقدمة من جامعة الدول العربية، والتي أيدتها منظمة الوحدة اﻷفريقية وحركة بلدان عدم الانحياز ومنظمة المؤتمر اﻹسلامي، والتي تدعو الى إجراء محاكمة عادلة ومنصفة للمواطنين الليبيين المشتبه فيهما يتولاها قضاة اسكتلنديون وتلتزم بالقانون الاسكتلندي وتعقد في مقر محكمة العدل الدولية في لاهاي.
