Working and living conditions of seafarers and fishers have been negatively affected by the decline in the number of crew on board ships due to increased automation; increased security responsibilities; difficulties in taking shore leave and resulting increased social isolation; the criminalization and detention of seafarers following maritime accidents;70 and cases of continuing human and labour rights abuses.

International efforts to improve the working conditions of seafarers and fishers were considerably strengthened with the entry into force of the Maritime Labour Convention, 2006 on 20 August 2013 and of the International Convention on Standards of Training, Certification and Watchkeeping for Fishing Vessel Personnel, 1995 on 29 September 2012, as well as the adoption of the Cape Town Agreement of 2012 (see paras. 22 above and 28 below).
