The reports on drug demand reduction that were received for the second reporting cycle, covering the period 2000-2002, show that the most outstanding area causing difficulties in that period was the financial constraints, followed by lack of appropriate systems and structures, technical expertise and coordination and multisectoral cooperation (see table 12).
