At the time of the Panel's visit to Nimba County in early March 2008, the container that housed the office in Sanniquellie was boarded up and the regional officers were reportedly working out of another office, although local UNMIL staff were not aware of this fact (see annex XIV).

The Panel urges the Government and its international partners to make the Liberia National Commission on Small Arms fully operational by providing it with adequate financial, logistical and political support to be able to perform its mandated functions effectively (see annex XIV). This includes ensuring that it has sufficient personnel.

134. The Panel through an independent contractor administered a set of semi-structured questionnaires for nearly 2,000 ordinary Liberians in Monrovia, Buchanan, Greenville, Zwedru/Toe Town, Harper/Plibo, Gbarnga, Ganta and the VOA camp for internally displaced persons (see annex XIV).

For example, communities in the area affected by timber sales contract A2 in Grand Bassa have complained formally to the Forestry Development Authority (see annex XIV), as have communities in River Cess and Gbarpolu.

One representative presented a paper (see annex XIV) outlining a restructured draft provisional agenda for the sixteenth session of the Commission, noting that the proposal was closely linked to the issue of revitalization and assumed that the sixteenth session would have a duration of five days and be preceded by informal pre-session consultations.

After hearing evidence on behalf of the Government of Libya, the court decided that the property had been improperly transferred from the Libyan State to Saadi Qadhafi and was therefore held in trust by him on behalf of the Libyan people, the real owner (see annex XIV). Given that the property had never been legally transferred to Saadi Qadhafi, it was not subject to the asset freeze.

The wire transfers included $1 million on 28 January 2008, $500,000 on 4 February 2008, $500,000 on 10 March 2008 and $510,000 on 8 July 2008 (see annex XIV). In addition, Lonestar account statements showed two further wire transfers to Investcom Global of $427,175 on 24 April 2008 and $432,136 on 26 May 2008.

Unable to deploy its landing gear, the aircraft had made a “belly landing” on the airstrip (see annex XIV). UNOCI personnel in the region had not been aware of the aircraft’s arrival in advance of the Group’s visit to the airstrip, something that the Group believes is commonplace in the case of unannounced or “special” aircraft landings in the interior of the country, but also in Abidjan.

Lisenas immediately sold the 22 cars to Elite Africa Ltd. for US$ 90,530 on 16 March 2005 (see annex XIV). Kaltan and Veltman were both present when the 22 vehicles were loaded into the four containers at Budionnogo Street in Minsk, prior to their journey to Klaipeda and Abidjan.
