52. Facilitating the accession process of least developed countries seeking accession to WTO should be seen as a logical first step in integrating these countries into the global economy. Since least developed countries are obliged to undergo the full rigours of the lengthy and complicated process of accession negotiations, this imposes a heavy burden on their limited human and institutional capacities.
52 - وينبغي أن ينظر إلى تيسير عملية انضمام أقل البلدان نموا التي تسعى إلى الانضمام إلى منظمة التجارة العالمية باعتباره الخطوة الأولى المنطقية في إدماج هذه البلدان في الاقتصاد العالمي، وبما أن أقل البلدان نموا مضطرة للدخول في إجراءات طويلة ومعقدة في عملية مفاوضات الانضمام، فإن ذلك يفرض عبئا ثقيلا على قدراتها البشرية والمؤسسية المحدودة.

15. Developing countries and economies in transition concerned seeking accession to the WTO, which are in the early stages of their integration into the international trading system, should be given every opportunity to achieve accession on balanced terms consistent with their trade, financial and development needs.
٥١- وينبغي في حالة البلدان المعنية، النامية منها وتلك التي تمر اقتصاداتها بمرحلة انتقالية، والتي تسعى إلى الانضمام إلى منظمة التجارة العالمية والتي هي في المراحل اﻷولى لعملية اندماجها في نظام التجارة الدولي، أن تتاح لها كل فرصة لتحقيق الانضمام بشروط متوازنة تتفق مع احتياجاتها التجارية والمالية والانمائية.
