5- يحث حكومة ميانمار على أن تكفل أن تكون الانتخابات الفرعية المقرر إجراؤها في 1 نيسان/أبريل حرة وشاملة وشفافة ونزيهة، سواء خلال فترة الحملة والمرحلة السابقة للتصويت أو أثناء حساب الأصوات والإعلان عن النتائج، وذلك بطرق منها التماس التعاون التقني وحضور مراقبي الانتخابات الدوليين والاستفادة من الدروس المستخلصة من انتخابات عام 2010؛

5.
