وهل كان هذا القرار حقا، كما وصفته ممثلة الولايات المتحدة، لمجرد بيع النفط لتغذية الشعب العراقي؟ هل نسيت اﻷشواك السياسية التي زرعت في ذلك القرار بغية تيسير تنفيذ خططهم الخاصة بإحداث انفصال في العراق والتدخل في شؤون العراق الداخلية.

The humanitarian needs of the people of Iraq have been addressed in a number of Security Council resolutions, most recently resolution 986 (1995), which enables the regime to sell oil to feed its people, even while sanctions remain in place.

2 Under Security Council resolution 986 (1995) and subsequent resolutions of the Council, Iraq was enabled to sell oil on the world market and use the proceeds to purchase humanitarian supplies.

With the conclusion, on 20 May 1996, of a memorandum of understanding between the Secretariat of the United Nations and the Government of Iraq on the implementation of resolution 986 (1995) and the adoption, on 8 August 1996, of the expedited procedures by the Committee, Iraq will be allowed to sell oil to finance its imports of humanitarian supplies.

On Iraq, the Council adopted resolution 1129 (1997) authorizing Iraq, on an exceptional basis, to sell oil under resolution 1111 (1997) in incremental periods of 120 and 60 days, respectively, instead of the two 90-day periods stipulated under resolution 1111 (1997).
