13. 13 - وتلاحظ البعثة باهتمام بالغ إعلان أمانة السلام أن الأولوية ستولى لتوزيع الموارد وبناء مؤسسات الدولة في مناطق البلد التي تأثرت تأثرا كبيرا بالنـزاع الداخلي المسلح حيث تقيم نسبة كبيرة من المشردين والمسرحين.

17. During the reporting period, the Mission observed substantial delays in implementing the National Programme of Compensation for and/or Assistance to the Victims of Human Rights Violations during the Armed Conflict, presented by SEPAZ on 12 April 1999 (see A/54/526, para. 5).

28. After a prolonged process of negotiation between SEPAZ and the Permanent National Commission on Indigenous Women’s Rights of the Coordinating Office of Organizations of the Maya People of Guatemala (COPMAGUA), the Office for the Defence of Indigenous Women’s Rights was established within the Presidential Commission for Coordinating Executive Policy in the Field of Human Rights (COPREDEH).
٢٨ - بعد مفاوضات مطولة بين أمانة السلام واللجنة الوطنية الدائمة المعنية بحقوق النساء من السكان اﻷصليين، أنشئ مكتب الدفاع عن النساء من السكان اﻷصليين وألحق بلجنة التنسق الرئاسية للسياسة التنفيذية المتعلقة بحقوق اﻹنسان.

20. On the language issue, it is worth drawing attention to the efforts made by SEPAZ to draw up a list of bilingual professionals, and the decision of the Public Prosecutor’s Office and the judiciary to start appointing court interpreters for oral proceedings in criminal cases.
٢٠ - ومن الجدير بالذكر فيما يتعلق باللغات ما بذلته أمانة السلام من جهود لوضع قائمة بالفنيين الذين يجيدون لغتين والقرار الذي اتخذته النيابة العامة والجهاز القضائي، القاضي بالشروع في تعيين مترجمين شفويين لمداولات المحكمة المتعلقة بالقضايا الجنائية.

10. With the designation of the Peace Secretariat (SEPAZ) as the State agency responsible for the Government's policy of compensation for and/or assistance to victims of human rights violations, the Government complied with this commitment and with the provisions of article 9 of the National Reconciliation Act (Decree No. 145-96), which provides that such assistance shall be coordinated by SEPAZ.
١٠ - بعد تشكيل أمانة السلام، بوصفها الجهاز الحكومي المكلف بالسياسة العامة لتقديم التعويض أو المساعدة، أو كليهما، إلى ضحايا انتهاكات حقوق اﻹنسان، تكون الحكومة قد أوفت بهذا الالتزام ونصت عليه في المادة ٩ من قانون المصالحة الوطنية )المرسوم ١٤٥ - ٩٦(، الذي ينص على أن المساعدة المذكورة ستنفذ بتنسيق من أمانة السلام.
