The following regulatory instruments govern the use and circulation of service and civilian weapons and ammunition:
تنظم الصكوك التنظيمية التالية استعمال وتداول أسلحة وذخيرة الخدمة العسكرية والمدنية:

- The Act on service and civilian weapons of 30 December 1997;
- القانون المتعلق بأسلحة الخدمة العسكرية والمدنية المؤرخ 30 كانون الأول/ديسمبر 1997؛

4. Rules on the import into and export from the Republic of Azerbaijan of service and civilian weapons;
4 - القواعد المتعلقة باستيراد أسلحة الخدمة العسكرية والمدنية إلى أذربيجان وتصديرها منها؛

5. Rules on the sale of service and civilian weapons in the Republic of Azerbaijan;
5 - القواعد المتعلقة ببيع أسلحة الخدمة العسكرية والمدنية في جمهورية أذربيجان؛

The internal affairs agencies, in accordance with the Weapons Act, exercise control over the circulation of service and civilian weapons and ammunition in the territory of the Republic of Belarus.
وتنفذ هيئات الشؤون الداخلية، وفقا لمواد قانون " الأسلحة " ، عمليات الرقابة على تداول أسلحة الخدمة والأسلحة الشخصية وذخائرها.

On the basis of this Act, the Ministry of Internal Affairs has developed regulations governing the trade in service and civilian weapons and their ammunition in the Kyrgyz Republic, approved by Government Decision No. 721 of 21 November 2001.
واستنادا إلى القانون المذكور، قامت وزارة الداخلية القيرغيزية بوضع " لوائح تداول أسلحة الخدمة والأسلحة المدنية وذخائرها في جمهورية قيرغيزستان " ، التي أقرت بالقرار الحكومي القيرغيزي رقم 721 الصادر في 21 تشرين الثاني/نوفمبر 2001.

6. Rules on the monitoring, storage, bearing, conveyance, dispatch and special use of service and civilian weapons;
6 - القواعد المتعلقة برصد أسلحة الخدمة العسكرية والمدنية وتخزينها وحملها ونقلها وإرسالها واستعمالها استعمالا خاصا؛

Issues of preventing the manufacture, stockpiling, transfer and possession of unmarked or inadequately marked weapons are regulated by the Act on service and civilian weapons.
وينظم مسائل حظر صناعة الأسلحة غير المميزة بعلامات أو المميزة بعلامات غير ملائمة وتخزينها ونقلها وحيازتها القانون المتعلق بأسلحة الخدمة العسكرية والمدنية.

- Presidential Decree No. 769 of 2002 on the enforcement of the Decree on service and civilian weapons of 21 February 1998, by which the following regulations were approved:
- المرسوم الرئاسي رقم 769 لسنة 2002 بشأن إنفاذ المرسوم المتعلق بأسلحة الخدمة العسكرية والمدنية المؤرخ 21 شباط/فبراير 1998، الذي أقرت بموجبه الأنظمة التالية:

2. Rules on the acquisition, storage and use of service and civilian weapons in the territory of the Republic of Azerbaijan by entities of foreign States, foreign nationals and stateless persons;
2 - القواعد المتعلقة باقتناء أسلحة الخدمة العسكرية والمدنية وتخزينها واستعمالها على أراضي جمهورية أذربيجان من جانب كيانات تابعة لدول أجنبية ومواطنين أجانب وأشخاص عديمي الجنسية؛

Conveyance of service and civilian weapons and ammunition by individuals across the customs borders requires the authorization of the competent authorities in accordance with the Act on service and civilian weapons and the Rules on the import into and export from the Republic of Azerbaijan of service and civilian weapons.
ويتطلب نقل الأفراد لأسلحة الخدمة العسكرية والمدنية والذخيرة عبر الحدود الجمركية ترخيصا من السلطات المختصة وفقا للقانون المتعلق بأسلحة الخدمة العسكرية والمدنية والقواعد المتعلقة باستيراد أسلحة الخدمة العسكرية والمدنية إلى جمهورية أذربيجان وتصديرها منه.

3. Rules on the storage and bearing of service and civilian weapons; on the organization of training programmes in the official use of such weapons and verification of persons who are to use firearms; and on the acquisition of service weapons and their issuance to individuals;
3 - القواعد المتعلقة بتخزين أسلحة الخدمة العسكرية والمدنية وحملها، وتنظيم برامج التدريب على الاستعمال الرسمي لهذه الأسلحة والتحقق من الأشخاص الذين يمكنهم استعمال الأسلحة النارية؛ وحيازة أسلحة الخدمة العسكرية وإصدارها للأفراد؛

The issues referred to in this subparagraph are governed by the regulatory instruments approved by Presidential Decree No. 769 of 2002 on the enforcement of the Decree on service and civilian weapons of 21 February 1998. (See also subparagraphs A and B of this report.)
تنظم المسائل المشار إليها في هذه الفقرة الصكوك التنظيمية التي أقرها المرسوم الرئاسي رقم 769 لعام 2002 بشأن إنفاذ المرسوم المتعلق بأسلحة الخدمة العسكرية والمدنية المؤرخ 21 شباط/فبراير 1998. (انظر أيضا الفقرتين الفرعيتين ألف وباء من هذا التقرير).

Article 21 of the Act provides that legal entities manufacturing service and civilian weapons and ammunition on the basis of licenses for their manufacture, and also legal entities licensed to trade in service and civilian weapons and ammunition, are authorized to engage in trade in service and civilian weapons in the territory of the Republic of Belarus.
وتنص المادة 21 من القانون على أن تجارة أسلحة الخدمة والأسلحة الشخصية في أقاليم جمهورية بيلاروس مأذون بها للهيئات ذات الصفة القانونية التي تقوم بتصنيع هذه الأسلحة، بموجب التراخيص الممنوحة لها لإنتاجها، وكذلك الهيئات ذات الصفة القانونية التي تملك تراخيص المتاجرة بهذه الأسلحة وذخائرها.
