4. Notice to the Secretary-General shall constitute effective notice to the Authority for all purposes under these Regulations, and the Secretary-General shall be the Authority's agent for the service of process or notification in any proceeding of any court or tribunal having jurisdiction.

This would mean that service of process is to be completed without any procedure undertaken by a court, etc., which is usually the case in a service of process instituting a proceeding against a private person.
ويعني هذا أن تبليغ صحيفة الدعوى ينبغي أن يتم دون اتخاذ أي إجراء من جانب محكمة أو ما إلى ذلك، وهو اﻷمر العادي عند تبليغ صحيفة دعوى ﻹقامة دعوى ضد شخص عادي.

Accordingly, service of process under paragraph 2 is extremely simple in comparison with the one conducted under other international treaties, such as the Convention on the Service Abroad of Judicial and Extrajudicial Documents in Civil or Commercial Matters, which adopts the methods complying with procedures regulated by domestic laws.
