وإذ تلاحظ انسحاب إسرائيل من داخل قطاع غزة ومن أجزاء من شمال الضفة الغربية وأهمية تفكيك المستوطنات فيهما في سياق خريطة الطريق، وإذ تطلب، في هذا الصدد، إلى إسرائيل احترام الالتزام الواقع عليها بموجب خريطة الطريق بتجميد الأنشطة الاستيطانية، بما في ذلك ما يسمى " النمو الطبيعي " للمستوطنات، وإزالة جميع البؤر الاستيطانية التي أنشئت منذ آذار/مارس 2001،
