31. Having discussed earlier drafts during its seventy-eighth and seventy-ninth sessions, the Committee, on 29 March 2004, during the eightieth session, adopted general comment No. 31 on the nature of the general legal obligation imposed on States parties to the Covenant.

The General Assembly takes note of the report of the Committee on the Elimination of Racial Discrimination on its seventy-eighth and seventy-ninth sessions and the report of the Secretary-General on global efforts for the total elimination of racism, racial discrimination, xenophobia and related intolerance and the comprehensive implementation of and follow-up to the Durban Declaration and Programme of Action.
