If there are no reported cases of minors who are victims of sexual commercial exploitation and trafficking, the Special Rapporteur recommends the creation of a State fund, which could be made readily available when such assistance and rehabilitation measures become required.

28. The purpose of this report therefore is to provide comprehensive guidelines for the establishment and management of rehabilitation and assistance programmes for minors who are victims of sexual commercial exploitation and trafficking, taking into account examples provided by Member States and positive initiatives developed by civil society and international organizations in specific regions and countries.
28- لذلك يهدف هذا التقرير إلى تقديم مبادئ توجيهية شاملة لوضع وإدارة برامج لإعادة تأهيل القصر الذين يقعون ضحايا للاستغلال الجنسي التجاري والاتجار ومساعدتهم، استناداً إلى النماذج التي تُقدمها الدول الأعضاء والخطوات الإيجابية التي يبادر بها المجتمع المدني والمنظمات الدولية في أقاليم وبلدان محددة.

Then, when such specific activities did exist, the Special Rapporteur asked details about the legal basis for these programmes, how they were financed, how they operated, if these were specifically for children/minors who are victims of sexual commercial exploitation and trafficking or also encompassed children victims of domestic violence.

While the Committee takes note of the reforms to the Penal Code and of the training given to the municipal children's defenders to prevent and combat sexual abuse and exploitation of children, it expresses concern at the absence of data and of a comprehensive study on the issue of sexual commercial exploitation of children as well as the lack of a national plan of action to tackle this issue.
129- وبينما تحيط اللجنة علماً بالاصلاحات التي أدخلت على قانون العقوبات، وتدريب المدافعين عن الطفل على مستوى البلديات لمنع ومكافحة التعدي على الأطفال واستغلالهم جنسياً، إلا أنها تعرب عن قلقها إزاء عدم وجود بيانات ودراسة شاملة عن مسألة استغلال الأطفال جنسياً لأغراض تجارية فضلاً عن عدم وجود خطة عمل وطنية لمعالجة هذه المسألة.
