To this end, they shall take measures to guarantee that:

1. States Parties shall take measures conducive to the optimal implementation of this Convention to the extent possible, through international cooperation, taking into account the negative effects of organized crime on sustainable development.
١- على الدول اﻷطراف أن تتخذ تدابير تفضي الى تنفيذ هذه الاتفاقية على النحو اﻷمثل بقدر اﻹمكان، من خلال التعاون الدولي، بحيث توضع في الحسبان اﻵثار السلبية لظاهرة الجريمة المنظمة في التنمية المستدامة.

" 2. In order to improve understanding and information on the detection of financial networks linked to transnational organized crime, States Parties shall take measures to gather financial information and, as much as possible, facilitate the exchange of such information, including exchanges between law enforcement agencies and regulatory bodies.
" ٢ - بغية تحسين الفهم والمعلومات فيما يتعلق بكشف الشبكات المالية المرتبطة بالجريمة المنظمة عبر الوطنية، يتعين على الدول اﻷعضاء أن تتخذ تدابير لجمع المعلومات المالية وأن تسهل، قدر اﻹمكان، تبادل تلك المعلومات، بما في ذلك تبادلها بين وكالات إنفاذ القوانين والهيئات التنظيمية.

Member States shall take measures within their national jurisdictions to improve their ability to detect and interdict the movement across borders of those who engage in serious transnational crime, as well as the instrumentalities of such crime, and shall take effective specific measures to protect their territorial boundaries, such as:
على الدول اﻷعضاء أن تتخذ تدابير في حدود ولاياتها القضائية الوطنية لتحسين قدرتها على كشف واعتراض من يمارسون الجريمة عبر الوطنية الخطيرة، وكذلك وسائل هذه الجريمة وعائداتها، وحركة أولئك اﻷشخاص وتلك الوسائل والعائدات عبر الحدود، وأن تتخذ تدابير محددة فعالة لتأمين حدودها الاقليمية، من قبيل ما يلي:

2. Each State Party shall take measures to ensure effective action by its authorities in the prevention, detection and punishment of the corruption of public officials, including providing such authorities with adequate independence to deter the exertion of inappropriate influence on their actions.
2- يتعين على كل دولة طرف أن تتخذ تدابير لضمان قيام سلطاتها باتخاذ اجراءات فعالة لمنع فساد الموظفين العموميين وكشفه ومعاقبته، بما في ذلك منح تلك السلطات استقلالية كافية لردع ممارسة التأثير غير السليم على تصرفاتها.

1- يتعين على الدول الأطراف أن تتخذ تدابير تساعد على التنفيذ الأمثل لهذه الاتفاقية قدر الإمكان، من خلال التعاون الدولي، آخذة في اعتبارها ما للجريمة المنظمة من آثار سلبية في المجتمع بشكل عام وفي التنمية المستدامة بشكل خاص.

1. Each State Party shall take measures to ensure that it provides or strengthens information programmes to increase public awareness of the fact that the conduct set forth in article 6 of this Protocol is a criminal activity frequently perpetrated by organized criminal groups for profit and that it poses serious risks to the migrants concerned.
1- يتعيّن على كل دولة طرف أن تتخذ تدابير لضمان قيامها بتوفير أو تعزيز برامج اعلامية لزيادة الوعي العام بأن السلوك المبيّن في المادة 6 من هذا البروتوكول هو نشاط اجرامي كثيرا ما ترتكبه جماعات اجرامية منظمة بهدف الربح، وأنه يسبِّب مخاطر شديدة للمهاجرين المعنيين.

2. If a State Party is unable to give effect to an order for forfeiture, it shall take measures to recover the value of the proceeds, property or assets ordered by the Court to be forfeited, without prejudice to the rights of bona fide third parties.
2 - إذا كانت الدولة الطرف غير قادرة على إنفاذ أمر مصادرة، كان عليها أن تتخذ تدابير لاسترداد قيمة العائدات أو الممتلكات أو الأصول التي تأمر المحكمة بمصادرتها، وذلك دون المساس بحقوق الأطراف الثالثة الحسنة النية.

١- يتعين على الدول اﻷطراف أن تتخذ تدابير لضمان قيامها بتوفير أو تعزيز برامج اعلامية لزيادة وعي الناس بأن تهريب المهاجرين هو نشاط اجرامي كثيرا ما ترتكبه تنظيمات اجرامية بهدف الربح، وأنه يسبب مخاطر شديدة للمهاجرين المعنيين.

2. ٢ - من أجل تحسين الفهم والمعلومات عن كشف الشبكات المالية المرتبطة بالجريمة المنظمة عبر الوطنية يتعين على الدول اﻷطراف أن تتخذ تدابير لجمع المعلومات المالية ، وتسهيل تبادل هذه المعلومات بقدر الامكان ، بما فيها المبادلات بين وكالات إنفاذ القانون والهيئات التنظيمية .

4. States Parties shall take measures to provide assistance to victims Several delegations suggested that issues related to restitution to victims and victim assistance be dealt with in a separate article.
٤ - على الدول اﻷطراف أن تتخذ تدابير لتقديم المساعدة الى ضحايااقترحت عدة وفود تناول المسائل المتعلقة بتعويض الضحايا ومساعدتهم في مادة منفصلة .

٢ - من أجل تحسين التفاهم والابلاغ عن كشف الشبكات المالية المرتبطة بالجريمة المنظمة عبر الوطنية ، يتعين على الدول اﻷطراف أن تتخذ تدابير لجمع معلومات مالية ، وأن تسهل تبادل هذه المعلومات ، بما في ذلك بين أجهزة إنفاذ القانون والهيئات الرقابية .

Article 30 stipulates that " The State shall establish systems of premarital and perinatal health care " , and article 31, that " All levels of people's government shall take measures to ensure that citizens have access to family planning services, so as to raise levels of reproductive health. "
وتنص المادة 30 على أنه ينبغي للدولة إنشاء نظم للرعاية الصحية لفترة ما قبل الزواج وما قبل الولادة، بينما تنص المادة 31 على أنه ينبغي للحكومة الشعبية بكافة مستوياتها أن تتخذ التدابير اللازمة لتضمن وصول المواطنين إلى خدمات تنظيم الأسرة، بحيث يتم الرفع من مستويات الصحة الإنجابية.
