Thus, the United States does not provide for plenary jurisdiction over offences that are committed on board ships flying its flag or aircraft registered under its laws.
وبذلك، فإنَّ قوانين الولايات المتحدة لا تنص على الولاية القضائية التامة على الجرائم التي تُرتكب على متن السفن التي ترفع علمها أو الطائرات المسجلة وفق قوانينها.

25. According to the administering Power, Bermuda has, since June 2012, introduced the labour rules and regulations and the measures necessary to implement the Maritime Labour Convention, 2006, for all ships flying its flag.
25 - ووفقا للدولة القائمة بالإدارة، ما برحت برمودا، منذ حزيران/يونيه 2012، تستحدث القواعد وأنظمة العمل والتدابير لتطبيق اتفاقية العمل البحري، 2006، على جميع السفن التي ترفع علمها.

The provisions of article 94 impose upon the flag State the obligation to take internationally recognized labour standards into account in exercising its jurisdiction over the ships flying its flag.c It also incorporates the concept of flag State enforcement of labour conditions.

89. UNCLOS balances the rights of the flag State to exercise exclusive jurisdiction over ships flying its flag and to enjoy rights of navigation with the duty to effectively exercise jurisdiction and control in administrative, technical and social matters over ships flying its flag.
89 - توازن اتفاقية الأمم المتحدة لقانون البحار بين حقوق دولة العلم في ممارسة ولاية حصرية على السفن التي ترفع علمها والتمتع بحقوق الملاحة مع واجب ممارسة الولاية والتحكم الفعالين في المسائل الإدارية والتقنية والاجتماعية على متن السفن التي ترفع علمها.

Obligation of the flag State to ensure that ships flying its flag exercise the right of innocent passage in conformity with the Convention and with other rules of international law.
تلتزم دولة العلم بأن تكفل ممارسة السفن التي تحمل علمها للحق في المرور البريء طبقا للاتفاقية ولقواعد القانون الدولي الأخرى.

This view is consistent with the general obligation of every State, in accordance with the Convention, inter alia, to effectively exercise jurisdiction and control in administrative and technical matters over ships flying its flag or of its registry, with the objective of ensuring the prevention, reduction and control of pollution of the marine environment.
