The Special Rapporteur considers access to information as one of the priority issues for the mandate and as such wishes to focus part of this report on access to information in situations of extreme poverty.

These groups can have difficulties in understanding their rights and what is at stake in judicial proceedings; in particular persons living in situations of extreme poverty and social exclusion.

Noting that the time is right to embark on a new phase, based on all the information gathered by the ad hoc group of experts from a wide variety of sources, and in particular the information provided by people in situations of extreme poverty or the organizations that articulate their views, the ad hoc group of experts makes the following recommendations to the Sub-Commission:
57- إن فريق الخبراء المخصص، إذ يلاحظ أنه قد حان الوقت الآن لقطع شوط جديد على أساس المعلومات التي جمّعها، من مختلف المصادر، وبخاصة المعلومات المجمعة من أشخاص يعانون الفقر المدقع أو من منظمات يعبر فيها هؤلاء الأشخاص عن آرائهم، يوصي اللجنة الفرعية بما يلي:

Although the currents of democratic change of the last two decades have affected the entire world, there are, unfortunately, quite a few cases in which serious conflicts of every kind and situations of extreme poverty hinder the full development of independent political institutions or undermine the progress achieved.

The ad hoc group of experts notes that, in recent years, international organizations and specialized agencies have reached a consensus that extreme poverty is a denial of fundamental human rights, that it prevents the effective realization of human rights, and that human rights violations and situations of extreme poverty are closely interlinked.
7- ويلاحظ فريق الخبراء المخصص أن المنظمات الدولية والمؤسسات المتخصصة قد توصلت خلال السنوات الماضية إلى توافق في الآراء اعتبرت بموجبه أن الفقر المدقع هو إنكار لحقوق الفرد الأساسية، وأنه يعيق الإعمال الفعال لحقوق الإنسان، وأن هناك علاقة وثيقة بين انتهاك حقوق الإنسان وحالات الفقر المدقع.
