2. The size of the Commission should be reduced from 53 members to 24 members, who should be experts nominated by Member States.

Although the Council did not record its reasons for deciding to increase the size of the Commission on each occasion, it is apparent that the decision was motivated less by the actual or perceived workload of the Commission than by the desire to avoid a vote and to accommodate late nominations.
