129. The Department for the Welfare of Persons with Special Needs provides services for this category, in accordance with the Social Welfare Act No. 126 of 1980, through the following facilities.

The Social Welfare Act regulates the provision of social services, social benefits and other assistance.

The Social Welfare Act provides that rural municipality governments or city governments provide assistance in adapting dwellings as well as make available the necessary technical appliances.

٧٩- خصص قانون الرعاية الاجتماعية رقم ٦٢١ لسنة ٠٨٩١ رواتب إعانة من الدولة للفئات المشمولة بأحكامه وهي:

One objective of the amendments to the Social Welfare Act was to develop the workshop centres of disabled persons into advice centres that would be able to provide expertise in the employment of disabled persons.
ويتمثل أحد أهداف التعديلات التي أجريت على قانون الرعاية الاجتماعية في تطوير مراكز ورشات العمل للأشخاص المعوقين إلى مراكز لتقديم المشورة تكون قادرة على تقديم الدراية الفنية في مجال استخدام الأشخاص المعوقين.

The Ministry of Education issued a circular to all governorates instructing them to waive school fees for all boys and girls with social welfare cards. This initiative was taken in accordance with the provisions of the Social Welfare Act and its aim is to support the enrolment of children of poor families.
وقد وجهت وزارة التربية والتعليم تعميماً إلى كافة المحافظات بإعفاء أبناء وبنات حاملي بطاقات الرعاية الاجتماعية من الرسوم الدراسية إعمالاً لقانون الرعاية الاجتماعية ودعماً لإلحاق أبناء الأسر الفقيرة.

59. The Ministry of Labour and Social Affairs is in the process of drafting a bill of law superseding the Social Welfare Act No. 126 of 1980 in order to regulate the activities of the social protection network set up in accordance with a directive issued in 2006.
59- وتعمل وزارة العمل والشؤون الاجتماعية على إصدار قانون بديل لقانون الرعاية الاجتماعية رقم 126 لسنه 1980 لتنظيم أنشطة شبكة الحماية الاجتماعية التي صدرت تعليماتها عام 2006.

27. The Committee notes with appreciation the important efforts undertaken by the Government in the field of law reform, including the adoption of a new Constitution (1991), the Social Welfare Act (1991), the National Education Act (1992), the Law on Care Centres for Homeless Children (1995), and the amendments to the Penal Code (1995) and to the recent Law for Combating and Preventing Juvenile Justice Delinquency (1996).
٧٢- تلاحظ اللجنة بتقدير الجهود الهامة التي شرعت فيها الحكومة في ميدان اﻹصلاح القانوني، بما في ذلك اعتماد دستور جديد )١٩٩١(، وقانون الرعاية الاجتماعية )١٩٩١(، وقانون التعليم الوطني )٢٩٩١(، والقانون الخاص بمراكز رعاية اﻷطفال المشردين )٥٩٩١(، وتعديلات قانون العقوبات )٥٩٩١(، والقانون الذي صدر مؤخراً بشأن مكافحة ومنع إخلال قضاء اﻷحداث بواجبه )٦٩٩١(.

These services are given to persons who, for special reasons, are in need of assistance or support in arranging housing or accommodation (sect. 23, Social Welfare Act).
وتقدم هذه الخدمات لﻷشخاص الذين يحتاجون، ﻷسباب خاصة، إلى مساعدة أو دعم في تدبير اﻹسكان أو المساكن لهم )المادة ٣٢ من قانون الرفاه الاجتماعي(.
