Introduction Civil society organizations welcome the opportunity to present this global civil society statement to the United Nations Environment Programme (UNEP) and the ninth special session of its Governing Council/Global Ministerial Environment Forum.

This global civil society statement begins by offering observations and recommendations of overarching applicability, and then turns to the three main issue areas on the agenda of the ninth session of the Council/Forum: chemicals management, energy and the environment, and tourism and the environment.
