3. For the purposes of article 16, paragraph 10, of this Convention, each State Party shall adopt such measures as may be necessary to establish its jurisdiction over the offences covered by this Convention when the alleged offender is present in its territory and it does not extradite such person solely on the ground that he or she is one of its nationals.
3- لأغراض الفقرة 10 من المادة 16 من هذه الاتفاقية، يتعين على كل دولة طرف أن تعتمد ما قد يلزم من تدابير لتأكيد سريان ولايتها القضائية على الجرائم المشمولة بهذه الاتفاقية، عندما يكون الجاني المزعوم موجودا في اقليمها ولا تقوم بتسليم ذلك الشخص بحجة وحيدة هي كونه أحد رعاياها.

8. According to article 4, paragraph 1, one of the conditions for the justifiability of any derogation from the Covenant is that the measures taken do not involve discrimination solely on the ground of race, colour, sex, language, religion or social origin.
