For example, in respect of establishing beyond doubt the situation in the southern marsh area of the country, especially the effects of drainage and displacement, the Special Rapporteur submits that an international team of recognized experts could be invited to the region.

In particular, it called on that country to account for and release all those who had been forcibly abducted from Kuwait, and welcomed the recommendation of the Special Rapporteur that a team of human rights monitors should be deployed throughout the country, especially in the southern marsh area.

6. Faced with reports of a continuing flow of refugees, principally Marsh Arabs, arriving in the south-western part of the Islamic Republic of Iran from the southern marsh area of Iraq, the Special Rapporteur sent a third mission of two Centre for Human Rights staff members in August 1994.
٦ - وإزاء التقارير التي تتحدث عن استمرار تدفق اللاجئين، خاصة من عرب اﻷهوار، الذين يصلون إلى جنوب غرب جمهورية إيران اﻹسلامية من منطقة اﻷهوار الجنوبية في العراق، قام المقرر الخاص بإيفاد بعثة ثالثة تتكون من اثنين من موظفي مركز حقوق الانسان في آب/أغسطس ١٩٩٤.

The Commission also urged the Government of Iraq to implement without further delay the recommendations made by the Special Rapporteur concerning the southern marsh area and its population, in particular to halt and to reverse the draining of the marshes and to receive a mission of recognized international experts to determine the effects on the population and the environment of those drainage projects.
وحثت اللجنة أيضاً حكومة العراق على تنفيذ التوصيات المقدمة من المقرر الخاص بشأن منطقة اﻷهوار الجنوبية وسكانها، لا سيما وقف تجفيف اﻷهوار وإعادة المياه إلى ما كانت عليه فيها واستقبال بعثة من الخبراء الدوليين المعروفين لتحديد آثار مشروعات التصريف على السكان والبيئة.

13. In paragraph 25 of the report, the Special Rapporteur alleges the occurrence of " extrajudicial executions ... in particular in relation to military operations in the southern marsh area of Iraq where civilian settlements are said to have been shelled and razed " .
٣١ - في الفقرة ٥٢ من التقرير يدعي المقرر الخاص وقوع " حالات إعدام خارج نطاق القضاء وخاصة فيما يتعلق بالعمليات العسكرية في منطقة اﻷهوار الجنوبية وأن المستوطنات المدنية فيها تقصف وتسوى باﻷرض " .

9. Urges the Government of Iraq to implement without further delay the recommendations made by the Special Rapporteur concerning the southern marsh area and its population, in particular to halt and to reverse the draining of the marshes and to receive a mission of recognized international experts to determine the effects on the population and the environment of these drainage projects;
٩- تحث حكومة العراق على القيام، بدون مزيد من التأخير، بتنفيذ توصيات المقرر الخاص بشأن منطقة اﻷهوار الجنوبية وسكانها، لا سيما وقف تجفيف اﻷهوار وإعادة المياه الى ما كانت عليه فيها، واستقبال بعثة من الخبراء الدوليين المعروفين لتحديد آثار مشروعات التصريف على السكان والبيئة؛

In relation to the economic and cultural rights of the Iraqi people, the Special Rapporteur has previously addressed the continuing destruction of the southern marsh area of Iraq which has resulted in the destruction of economic resources, including arable land through collateral flooding, and also the destruction of the habitat and traditional lifestyle of the Marsh Arab people.
٩٥- وفيما يتعلق بالحقوق الاقتصادية والثقافية للشعب العراقي، سبق أن تناول المقرر الخاص التدمير المستمر لمنطقة اﻷهوار الجنوبية في العراق الذي نتج عنه تدمير الموارد الاقتصادية، بما في ذلك اﻷراضي القابلة للزراعة عن طريق الغمر الجانبي، وكذلك تدمير موئل عرب اﻷغوار وأنماط حياتهم التقليدية.

(b) That, in relation to the southern marsh area of Iraq, the Government agree to the visit of an international team of recognized experts to establish the causes of the drainage of the marshes and its effects on the people and environment;

In documents A/C.3/47/2 of 1992 and A/48/875 of 1994, Iraq gave a detailed analysis of the security situation in the southern marsh area that disproved the allegations which the Special Rapporteur keeps repeating with regard to indiscriminate bombardments and the draining of the marshes. The documents also clarified Iraq's position with respect to the proposal to station human rights monitors in Iraq.
كما قدم العراق في الوثيقتين A/C.3/47/2 عام ١٩٩٢ وA/48/875 عام ١٩٩٤ شرحا مفصلا عن الحالة في اﻷهوار الجنوبية من حيث الوضع اﻷمني فند فيه الادعاءات التي ما فتيء يكررها المقرر الخاص بشأن عمليات القصف العشوائي وعمليات تجفيف اﻷهوار إضافة إلى توضيح موقف العراق إزاء المقترح الذي قدمه بإرسال مراقبين لحقوق اﻹنسان في العراق.

(i) That, in relation to the southern marsh area and its Marsh Arab population, the Government of Iraq implement without further delay the recommendations made by the Special Rapporteur in his interim report to the forty-eighth session of the General Assembly (see A/48/600, para. 82) including the immediate halting and reversal of the draining of the marshes and the cessation of its military activities against the civilian population of the area;
