The draft code is based on three principles: freedom for all to use outer space for peaceful purposes; preservation of the security and integrity of space objects in orbit; due consideration for the legitimate security and defence needs of States.
ومشروع المدونة يقوم على ثلاثة مبادئ: الحرية للجميع من أجل استعمال الفضاء لأغراض سلمية؛ والحفاظ على أمن الأجسام الفضائية في المدار وسلامتها؛ ومراعاة الاحتياجات المشروعة للدول فيما يخص أمنها ودفاعها.

For example, licences imposing conditions on space operations may involve many distinct activities such as launches, on-orbit operations, radio frequency usage, remote sensing activities and end of life disposal of space objects in orbit.

Regarding the issues referred to in paragraph 8 above, the Working Group considered in particular the issues of transfer of ownership and control of space objects in orbit and of transfer of licences for space activities.

The European Union had proposed a draft Code of Conduct for outer space activities, which was based on three principles: the freedom for all to use outer space for peaceful purposes, preservation of the safety and integrity of space objects in orbit, and due consideration of the legitimate security and defence needs of States.

His Government welcomed the European Union initiative for an international code of conduct for outer space activities based on free use of outer space, the protection of space objects in orbit and consideration of the security and defence needs of Member States.
وقد وأعرب عن ترحيبت حكومة بلده بمبادرة الاتحاد الأوروبي الرامية لوضع مدونة دولية لقواعد السلوك لأنشطة الفضاء الخارجي تقوم على حرية استخدام الفضاء الخارجي ، وحماية الأجسام الفضائية في المدارات ومراعاة الاحتياجات الأمنية والدفاعية للدول الأعضاء.

The following terminology should be used: " appropriate registry at the national level " under the category of registration; and " adequate requirements for transferring of satellites " under the category of transfer of ownership or control of space objects in orbit.

1. The scope of space activities targeted by national regulatory frameworks may include, as appropriate, the launching of objects into and their return from outer space, the operation of a launch or re-entry site and the operation and control of space objects in orbit.

The draft code of conduct included transparency and confidence-building measures and reflects a comprehensive approach to safety and security in outer space guided by the following principles: freedom of access to space for all for peaceful purposes, preservation of the security and integrity of space objects in orbit and due consideration for the legitimate security and defence interests of States.
وتضمّن مشروع مدونة قواعد السلوك تدابير تتعلق بالشفافية وبناءً القدرات وانطوى على نهج شامل إزاء مسألة السلامة والأمن في مجال الفضاء الخارجي يسترشد بالمبادئ التالية: إتاحة حرية الوصول إلى الفضاء للجميع للأغراض السلمية والحفاظ على أمن وسلامة الأجسام الفضائية في المدار وإيلاء الاعتبار الواجب لمصالح الدول المشروعة في مجال الدفاع.

(g) Provisions to deal with the transfer of ownership or control of space objects in orbit: these should include requiring a permit for selling satellites, and procedures for the submission of information on the change in status of the operation of a space object.
(ز) أحكام تتناول نقل ملكية الأجسام الفضائية الموجودة في المدارات أو نقل حق السيطرة عليها: ينبغي لهذه الأحكام أن تتضمّن شرط الحصول على رخصة لبيع السواتل، ووضع إجراءات لتقديم المعلومات عن تغيير حالة تشغيل الجسم الفضائي.
