In the view of those delegations, the words " taking into particular account the special needs of the developing countries " should be deleted from that paragraph or made the subject of a separate paragraph since they were not contained in the above-mentioned provision of the Treaty.

17. His delegation considered that the use of the geostationary orbit, which was of fundamental importance to all States, should be based on a legal regime sui generis to ensure rational and equitable use for the benefit of all mankind, taking into account the special needs of the developing countries and the preferential rights of the equatorial countries.
