On 21 December the Government replied to the Special Rapporteur's communication of 26 October 2000 regarding proposed legislation which would provide for the continuation of the use of faceless judges and prosecutors and secret witnesses in terrorism, torture, drug trafficking and illicit enrichmentrelated criminal trials, and which would provide for detention without trial.
