The present report is submitted pursuant to General Assembly resolution 66/143 on the inadmissibility of certain practices that contribute to fuelling contemporary forms of racism, racial discrimination, xenophobia and related intolerance, in which the Assembly requested the Special Rapporteur to prepare for submission to the Human Rights Council at its twentieth session a report on the implementation of that resolution.
1- يُقدَّم هذا التقرير عملاً بقرار الجمعية العامة 66/143 بشأن عدم جواز ممارسات معينة تساهم في إثارة الأشكال المعاصرة للعنصرية والتمييز العنصري وكره الأجانب وما يتصل بذلك من تعصب، الذي طلبت فيه الجمعية العامة إلى المقرر الخاص أن يعد لمجلس حقوق الإنسان في دورته العشرين تقريراً عن تنفيذ ذلك القرار.

In its resolution 10/15, the Human Rights Council requested the Special Rapporteur to prepare a compilation of good practices on legal and institutional frameworks and measures that ensure respect for human rights by intelligence agencies while countering terrorism, including on their oversight, and to present the compilation in a report to the Council.
