72. In view of the increasing number of homeless people both in developed and developing countries, the Special Rapporteur urges States to take homelessness seriously and take immediate measures to address the plight of those people who have been forced into homelessness.

In line with States' international legal obligations to secure justice and development, the Special Rapporteur urges States to move beyond the failings of the original Millennium Development Goals framework, where the goals and indicators fostered the appearance of development success stories in some societies where development was self-evidently undermined by large-scale deficits in security, justice and rights.

As restrictive national laws are used to justify harassment and interference with citizen journalists' freedom of expression, the Special Rapporteur urges States to fulfil their international human rights obligations by ensuring that legal provisions that criminalize freedom of expression, whether in the penal code, press law or elsewhere, are in conformity with international legal standards.
