The Committee was given the mandate to review general issues of implementation and compliance under the Convention, as directed by the Conference of Parties, as well as to consider specific submissions.

With regard to the Committee’s specific submissions mandate, the focus of the work of the Committee was on identification of the causes of non-compliance and the provision of assistance to help parties to return to compliance.
