[1.] Each Party shall allow the import and export of mercury [or mercury compounds listed in Annex B] from or to a State not a Party to this Convention only for the purposes of environmentally sound storage as set out in paragraph 1 of Article 12 or environmentally sound disposal as set out in paragraph 1 of Article 13.
[1 -] لا يسمح كل طرف باستيراد وتصدير الزئبق [أو مركَبات الزئبق المدرجة في المرفق باء] من أو إلى دولة ليست طرفاً في هذه الاتفاقية إلا لغرض التخزين السليم بيئياً كما هو مبين في الفقرة 1 من المادة 12 ولغرض التخلص السليم بيئياً كما هو مبين في الفقرة 1 من المادة 13.

[(a) The import of mercury [or mercury compounds listed in Annex B] from a State not a Party to this Convention when the demand for such mercury or mercury compounds cannot be met by trade with Parties; and]

3. Parties shall discourage the export of technology for producing and using mercury and the mercury compounds listed in Annex B to any State not a Party to this Convention.
3 - على الأطراف تثبيط تصدير التكنولوجيا لإنتاج واستخدام الزئبق ومركَبات الزئبق المدرجة في المرفق باء إلى أي دولة ليست طرفاً في هذه الاتفاقية.

6. The United Nations, its specialized agencies and the International Atomic Energy Agency, in addition to any State not a Party to this Convention, may be represented at meetings of the Conference of the Parties as observers.
6 - يجوز للأمم المتحدة ووكالاتها المتخصصة والوكالة الدولية للطاقة الذرية، وكذلك أي دولة ليست طرفاً في هذه الاتفاقية، أن تكون ممثّلة في اجتماعات مؤتمر الأطراف بصفة مراقب.

The provisions of part 9 of the Statute, together with rules X to XX Rules concerning the implementation of part 9. concerning States Parties, shall be applicable to a State not a Party which makes a declaration in accordance with article 12, paragraph 3.
تسري أحكام الباب 9 من النظام الأساسي، وكذا القواعد س إلى س س() المتعلقة بالدول الأطراف، على الدولة غير الطرف التي تصدر إعلانا وفقا للفقرة 3 من المادة 12.

The export of Schedule 3 chemicals to a State not a Party to the Paris Convention is subject to authorization.
ويخضع لنظام الإذن تصدير المواد الكيميائية المدرجة في الجدول 3 والموجهة إلى دولة ليست طرفا في اتفاقية باريس.

6. The United Nations, its specialized agencies and the International Atomic Energy Agency, as well as any State not a Party to this Convention, may be represented at meetings of the Conference of the Parties as observers.
6 - يجوز للأمم المتحدة ووكالاتها المتخصصة والوكالة الدولية للطاقة الذرية، وكذلك أي دولة ليست طرفاً في هذه الاتفاقية، أن تكون ممثّلة في اجتماعات مؤتمر الأطراف بصفة مراقب.

[3. Each Party that exports mercury [or mercury compounds] under paragraph 1 or paragraph 2 to a State not a Party to this Convention shall require the importing State to provide it with a written confirmation within 30 days of its receipt of the imported mercury [or mercury compounds].
[3 - على كل طرف يصدّر الزئبق [أو مركَبات الزئبق] بموجب الفقرة 1 أو الفقرة 2 إلى دولة ليست طرفاً في هذه الاتفاقية أن يطالب الدولة المستوردة بتزويده بتأكيد خطّي في غضون 30 يوماً من استلامها للزئبق المستورد [أو مركَبات الزئبق المستوردة].

(c) For export to a Party registered for an allowable-use exemption applicable to the product or to a State not a Party to this Convention that has [provided written consent to the import] [certified to the Party of export that the product will be used for an allowable use available under the Convention and that the State is committed to complying with the provisions of Article 13].
(ج) للتصدير إلى طرف مسجل لأجل إعفاء استخدام مسموح به ينطبق على المنتج أو على دولة ليست طرفاً في هذه الاتفاقية [تكون قد قدمت موافقة خطية على الاستيراد] [تكون قد شهدت للطرف المصدِّر بأن المنتَج سيُستخدم لغرض استخدام مسموح به متاح بموجب الاتفاقية وأن الدولة ملتزمة بالامتثال لأحكام المادة 13].

[4. Each Party shall not allow the export of equipment for producing mercury-added products listed in Annex C, or provide subsidies, aid, credits, guarantees or insurance programmes for equipment to produce mercury-added products listed in Annex C, to any State not a Party to this Convention, except in the case of equipment identified as a best available technique under this Convention.]
[4 - لا يجوز لكل طرف أن يسمح بتصدير معدات لإنتاج المنتجات المضاف إليها الزئبق المدرجة في المرفق جيم، أو أن يقدم إعانات أو ائتمانات معونة أو ضمانات أو برنامج تأمين لمعدات لإنتاج منتجات مضاف إليها الزئبق مدرجة في المرفق جيم، إلى أي دولة ليست طرفاً في هذه الاتفاقية إلا في حالة المعدات المعرَّفة بأنها أفضل تقنية متاحة بموجب هذه الاتفاقية.]

22. Mr. KASME (Syrian Arab Republic) thanked the Expert Consultant for having recalled in particular that a State not a Party was still subject to international law.

Furthermore, there must be no nuclear cooperation with any State not a Party to the Treaty, particularly a State which ignored international legitimacy and used such cooperation to develop its nuclear-weapon capability.
كما أنه يجب عدم قيام تعاون نووي مع أي دولة ليست طرفا في المعاهدة، ولا سيما مع أي دولة تتجاهل الشرعية الدولية وتستخدم هذا التعاون لتطوير قدرة أسلحتها النووية.
