Each State Party to this Convention recognizes that the duty of ensuring the identification, protection, conservation, presentation and transmission to future generations of the cultural and natural heritage referred to in articles 1 and 2 and situated on its territory, belongs primarily to that State.
تعترف كل دولة طرف في هذه الاتفاقية بأن من واجبها في الدرجة الأولى ضمان تحديد التراث الثقافي والطبيعي المشار إليه في المادتين 1 و 2 والواقع في أراضيها، وحمايته وحفظه وعرضه ونقله للأجيال المقبلة.

لأية دولة من الدول الأطراف في هذه الاتفاقية أن تقترح ما تشاء من تعديلات عليها.

" 2. This Convention shall not apply to distinctions, exclusions, restrictions or preferences made by a State Party to this Convention between citizens and non-citizens.
" 2 - لا تسري هذه الاتفاقية على أي تمييز أو استثناء أو تقييد أو تفضيل بين المواطنين وغير المواطنين من جانب أية دولة طرف فيها.

4. Any claim, pursuant to the provisions of this Convention, for compensation in respect of damage caused to an organization which has made a declaration in accordance with paragraph 1 of this article shall be presented by a State member of the organization which is a State Party to this Convention.
4- يجرى تقديم كل مطالبة بالتعويض، بناء على أحكام هذه الاتفاقية، عن أضرار تكبدتها منظمة أصدرت إعلانا وفقا للفقرة 1 من هذه المادة بواسطة دولة تكون عضوا في المنظمة وطرفا في هذه الاتفاقية.

A State Party to this Convention may at any time declare that it recognizes the competence of the Committee to receive and consider communications in which a State Party claims that another State Party is not fulfilling its obligations under this Convention.
يجوز لأي دولة طرف في هذه الاتفاقية أن تعلن، في أي وقت، اعترافها باختصاص اللجنة بتلقي وبحث بلاغات تزعم دولة طرف بموجبها أن دولة طرفاً أخرى لا تفي بالتزاماتها بموجب هذه الاتفاقية.

يجوز لأي دولة طرف في هذه الاتفاقية أن تعلن، في أي وقت، اعترافها باختصاص اللجنة بتلقي وبحث بلاغات تزعم دولة طرف بموجبها أن دولة طرفا أخرى لا تفي بالتزاماتها بموجب هذه الاتفاقية.

Any State Party to this Convention may propose amendments to this Convention. Amendments shall enter into force for each State Party to the Convention accepting the amendments upon their acceptance by a majority of the States Parties to the Convention and thereafter for each remaining State Party to the Convention on the date of acceptance by it.
لأية دولة من الدول الأطراف في هذه الاتفاقية أن تقترح إدخال تعديلات عليها وتصبح التعديلات نافذة، بالنسبة إلى كل دولة تقبلها من الدول الأطراف، متى نالت قبول أغلبية الدول الأطراف في الاتفاقية، وبعد ذلك تصبح نافذة، بالنسبة إلى كل دولة باقية من الدول الأطراف، ابتداء من تاريخ قبول هذه الدولة لها.

Any State Party to this Convention may give notice of its withdrawal from the Convention one year after its entry into force by written notification to the Secretary-General of the United Nations.
لأية دولة من الدول الأطراف في هذه الاتفاقية إعلان نيتها في الانسحاب منها بعد سنة من نفاذها بإشعار كتابي ترسله إلى الأمين العام للأمم المتحدة.
