لما كانت الدولة التي تقدم تحفظاً على اتفاقية متعددة الأطراف لا تلتزم بالاتفاقية إلا بالتحفظات التي وضعتها، فإنه لا يمكن للدولة الخلف، منطقياً، أن تخلفها في المعاهدة دون تلك التحفظات.
