(b) It appears from the circumstances that it was the intention of the States and international organizations concerned to consider that person as representing the organization for such purposes, in accordance with the rules of the organization, without having to produce full powers. "
" (ب) إذا تبين من الظروف أن قصد الدول والمنظمات الدولية المعنية أن تعتبر هذا الشخص ممثلاً للمنظمة لهذه الأغراض، وذلك وفقاً لقواعد المنظمة، وبدون حاجة إلى تقديم وثيقة تفويض مطلق.

On the other hand, if there is a depositary, it is essential for the latter to display promptness; otherwise, the depositary could stall both the effect of the reservation and the opportunity for the other States and international organizations concerned to react to it.
غير أنه إذا كان ثمة وديع، فإن من الأساسي أن يحرص على سرعة الإبلاغ، وإلا فإنه سيعطل أثر التحفظ وكذلك إمكانية رد الدول والمنظمات الدولية المعنية الأخرى عليه().
