Other Member States, while recognizing that States confronted with special economic problems have the right, pursuant to Article 50, to consult the Security Council with regard to a solution of those problems, wonder whether, from a practical point of view, the Security Council is the most appropriate organ to carry out the measures and undertake the necessary coordination that would be needed in order to render the required assistance.
