10. The States members of SCO, reaffirming their commitment to the fundamental instruments and standards for the protection and promotion of human rights, shall:
10 - وإذ تؤكد الدول الأعضاء في المنظمة مجددا على التزامها بالصكوك والمعايير الأساسية لحماية حقوق الإنسان وتعزيزها، فإنها ستقوم بما يلي:

On 5 July 2005, in Astana, the SCO Council of Heads of State adopted a framework for cooperation among the States members of SCO in combating terrorism, separatism and extremism.
واعتمد مجلس رؤساء دول منظمة شنغهاي للتعاون في 5 تموز/يوليه 2005، في أستانا، إطارا للتعاون بين الدول الأعضاء في المنظمة في مجال مكافحة الإرهاب والنزعات الانفصالية والتطرف.

The States members of SCO consider that the legitimate framework for conflict prevention is provided by the Charter of the United Nations, the resolutions of the Security Council and the rules of international law, and that the United Nations Security Council, which is entrusted with the primary responsibility for the maintenance of international peace and security, plays a decisive role in this field.

The States members of SCO shall continue their joint efforts to establish close cooperation with other interested countries and international regional organizations with a view to creating a broad partnership network to counter terrorist and narcotic threats.
وستواصل الدول الأعضاء في المنظمة جهودها المشتركة الرامية إلى إقامة تعاون وثيق مع غيرها من البلدان والمنظمات الإقليمية الدولية المهتمة بهدف تأسيس شبكة شراكة واسعة النطاق لمكافحة أخطار الإرهاب والمخدرات.

On that basis, SCO stands ready to consider the possibility of establishing cooperation with other international organizations with the aim of ensuring the stable, secure and harmonious development of the region, while taking into account the interests of the States members of SCO to the fullest extent possible.

In the light of the completion of the active military phase of counter-terrorism operations in Afghanistan, the States members of SCO believe that the participants in the anti-terrorism coalition should establish end dates for their temporary use of the aforementioned infrastructure facilities and the presence of their military contingents in the territories of the SCO countries.
وفي ضوء إتمام مرحلة العمليات العسكرية النشطة من عملية مكافحة الإرهاب في أفغانستان، ترى الدول الأعضاء في المنظمة أن من الضروري للمشاركين في التحالف المضاد للإرهاب أن يحددوا موعدا لإنهاء استخدامهم المؤقت للهياكل الأساسية المشار إليها أعلاه وإنهاء وجود وحداتهم العسكرية على أراضي بلدان المنظمة.

In order to increase their capacity to combat terrorism, separatism, extremism and other challenges and threats, the States members of SCO will consistently expand cooperation in the economic sphere, guided by the Programme on multilateral trade and economic cooperation and the Plan of Measures to give effect to the Programme.

3. The States members of SCO express their deep concern regarding the recent tension over the South Ossetian issue and call on the relevant parties to resolve the existing problems peacefully through dialogue and to work towards reconciliation and the facilitation of negotiations.

4. The States members of SCO reaffirm their commitment to preventive diplomacy as an important means of effectively addressing security and development problems, and to strengthening the key role of the United Nations in the field of crisis prevention.
4 - وتؤكد الدول الأعضاء في منظمة شنغهاي للتعاون مجددا على التزامها بالدبلوماسية الوقائية باعتبارها وسيلة هامة لحل مشاكل الأمن والتنمية بفعالية، وبتعزيز الدور الرئيسي للأمم المتحدة في ميدان منع الأزمات.

8. The States members of SCO, emphasizing their commitment to the dialogue of civilizations and the values of peace, tolerance, mutual respect and harmony in inter-ethnic and interfaith relations irrespective of ethnicity and religious or other views, have argued that the efforts to counter international terrorism should not be misconstrued as opposition to any religion.
8 - وإذ تؤكد الدول الأعضاء في منظمة شنغهاي للتعاون مجدداً التزامها بالحوار بين الحضارات وبقيم السلام والتسامح والاحترام المتبادل والتراضي في مجال العلاقات الدولية والعلاقات بين الأديان، بغض النظر عن الأصول العرقية والانتماءات الدينية والعقائدية الأخرى، فإنها تعرب عن معارضتها لإيجاد أوجه شبه بين مكافحة الإرهاب الدولي والدخول في مواجهة ضد أية ديانة معينة.
